Q: In Virginia, can I be pulled over by the police just for not wearing my seatbelt?

A: No, in Virginia you cannot be pulled over specifically for not wearing your seat belt.  The police officer must observe another traffic violation in order to pull you over.  Many other states, though, have primary enforcement laws which enable police to pull over drivers and issue tickets just for not wearing a seat belt.

Virginia is a secondary enforcement state.
